A PCD pharma company can only bill you once your licences and KYC are in order, so collecting documents is the first real step of any franchise. This checklist covers what you need to get licensed, what the company will ask for before your first order, and what to keep ready for hospital supply. Requirements vary slightly by state, so confirm the latest list with your State Drugs Control Department.
1. Drug licence (the one document you cannot skip)
To stock and sell allopathic medicines to chemists, hospitals and other distributors you need a wholesale drug licence under the Drugs and Cosmetics Rules — commonly issued on Forms 20B and 21B by the State Drugs Control authority. Typical supporting documents:
- Application form and the prescribed fee challan
- Proof of premises — ownership document or rent agreement, with a site plan showing the area
- Details and qualification/experience certificates of the competent person (or registered pharmacist) who will supervise sales
- Identity and address proof of the proprietor, partners or directors
- Constitution document — partnership deed, or incorporation certificate with MOA/AOA
- Undertaking or proof of storage facilities, including a refrigerator for products that need cold storage
Our Form 20B/21B drug licence guide explains the process step by step.
2. Tax and business registration
- GST registration — needed to receive tax invoices and claim input tax credit. See our GST guide for pharma wholesalers.
- PAN of the firm (and of the proprietor, for proprietorships)
- Shop and establishment or trade licence, where your state or municipality requires it
- Current bank account in the firm’s name and a cancelled cheque
3. Documents the PCD company will ask for
- Copy of your drug licence and GST certificate
- KYC of the proprietor/partners and firm address proof
- District or territory you are applying for, and the products or division you want
- Signed PCD franchise / monopoly agreement — read our monopoly agreement guide before signing
- First purchase order
4. Documents to request from the company
Due diligence runs both ways. Ask your PCD company for:
- Manufacturing licence details and WHO-GMP certificate of the plant
- Product-wise rate list with MRP, PTR and PTS
- Sample Certificate of Analysis (COA) and the policy of sending a COA with each batch
- Written expiry and breakage replacement policy
5. Extra documents for hospital and tender supply
If you plan to supply hospitals or government buyers, keep product permissions, GMP certificates, COAs, non-conviction declarations and price declarations ready — usually from the manufacturer. Details are in our guides to hospital tender documents and GeM registration.

Frequently asked questions
Can I start a PCD pharma franchise without a drug licence?
No. A wholesale drug licence is required to buy, stock and sell allopathic medicines, and a PCD company should not bill you without one.
Is GST mandatory for a PCD franchise?
In practice, yes — PCD companies bill with GST, and you need registration to issue tax invoices and claim input tax credit.
Who can be the competent person on a wholesale drug licence?
Usually a registered pharmacist, or a person meeting the qualification and experience criteria in the Drugs Rules. Check the current criteria with your State Drugs Control Department.
